As part of the consultation process for the design of Australia’s emissions trading scheme, the Department of the Prime Minister and Cabinet (PM&C) has released for public comment a discussion paper on Abatement Incentives Prior to the Commencement of the Australian Emissions Trading Scheme for public comment. This discussion paper gives 'enhancing soil carbon' a mention (para 3.3.2) as a 'subject of active research and development'. The paper also indicates that the measurement and reporting protocols will need to be developed in accordance with Australian Govt Greenhouse Friendly Standards. This has now gone well past "when is the government going to act on an emission trading scheme/price of carbon etc".
